To provide the Local Government Units with technical assistance and resource augmentation, the Department of Social Welfare and Development – National Capital Region, through its Regional Monitoring Team (RMT) conducted baseline assessment of the functionality of LSWDOs in Metro Manila.

“One of our Strategic Goals is to increase the number of cities with functional LSWDOs as we envision to be the world’s standard in the delivery of coordinated social services and social protection for poverty reduction by 2030,” Assistant Secretary Teodulo R. Romo Jr., said.

The team recently assessed the LSWDOs of Caloocan City, Municipality of Pateros and Muntinlupa City using the unified assessment tool. They evaluated the key work areas which include Administration and Organization, Program Management, Case Management, and Physical Structure.

Roberto L. Quizon, Head of Caloocan CSWDO expressed, “We appreciate that your office conducted this activity. We have learned what areas we need to improve and develop. We are grateful for your continuing support to our endeavors and we will comply with the requirements to make our office more functional. Further, we also believe that this will benefit the people we serve through efficient delivery of our social protection programs and services.”

After the baseline assessments, the team urged the LSWDOs to comply with the Human Resource policies, procedures and rules and in accordance with Civil Service Commission’s rules and regulations. Programs and services should also be responsive to the needs and issues of each sector, while the Barangay Council for the Protection of Children (BCPC) has to be reactivated and strengthened, among others.

The minimum indicators in achieving the Strategic Goal No. 3 are: having functional Local Council for the Protection of Children (LCPC); disaster mitigation and preparedness programs and services; budget allocation for social welfare programs and services; staff complement; and implementation of devolved programs and services.

Meanwhile, the Regional Monitoring Team is composed of the Division chiefs of Policy and Plans, and Institutional Development Division, Social Welfare and Development team leaders, LGU coordinators, representative from Administrative and Finance Divisions, as well as Standards Unit. ###
