The Department of Social Welfare and Development – National Capital Region (DSWD-NCR), through the National Household Targeting Unit (NHTU), is now preparing for the conduct of validation activities for the initial result of second family assessment in Metro Manila to ensure that the database of poor households is complete and accurate.

“We will make sure that poor families will be assessed and included in our Listahanan database. This will benefit poor families who deserve to receive social protection programs and services.” DSWD-NCR Regional Director Ma. Alicia S. Bonoan enthused.

Bonoan disclosed that they will conduct an exit conference meeting with the 17 local government units (LGUs) on October 1 and 6, 2015 to discuss issues and concerns during the conduct of enumeration from May to August this year. The meeting will also serve as a venue to talk about the upcoming validation activities.

“It is very important that we have close coordination with them because they have played a significant role throughout the project cycle,” she added.

She further explained that a Local Validation Committee (LVC) will be formed in each city and municipality composed of the Local Chief Executive, the heads of Local Social Welfare and Development Office, the Local Planning Office and two other representatives of private organizations or Non-Government Organizations (NGOs), Civil Society Organizations (CSOs), People’s Organizations (POs), and Faith-Based Organizations (FBOs).

The LVC will be assigned to resolve all complaints regarding the initial list of poor households that will be generated through the Proxy Means Test, a statistical method that estimates the income of the family. The list will be posted in visible places such as barangay halls for the validation of the community.

Listahanan is an information management system that identifies who and where the poor are in the country. The system makes available to national government agencies (NGAs) and other social protection stakeholders a database of poor families as basis in identifying potential beneficiaries of social protection programs and services such as Pantawid Pamilyang Pilipino Program and Social Pension among others. ###
