The Department of Social Welfare and Development – National Capital Region (DSWD-NCR) clarifies that the Department’s programs were being implemented by the national government straightly to its beneficiaries thus, vote buying through it is deemed impossible.

In stories at Pilipino Star Ngayon and Journal.com published on April 30, 2016 and May 1, 2016 respectively, the DSWD program under the cash-for-work (CFW) scheme was allegedly used to buy votes for Marikina 1st District Representative Marcy Teodoro who is now running against the candidacy of the incumbent Mayor of the City.

Based on the said stories, the beneficiaries are receiving their compensation as CFW employee without working for it and that the distribution of the money is at the house/district office of Mr. Teodoro in Brgy. San Roque.

Also, instead of P4,000.00 supposed payment for the beneficiaries, only P1,800.00 were distributed to them.

In this, DSWD-NCR hereby clears that as requirement before the implementation of CFW, the LGU/ District Office must submit a request or proposal to the Department which shall indicate the scope of the work to be done by the beneficiaries who shall receive a compensation amounting to the 75% of the minimum wage each, which is equivalent to P360.00 per day.

Upon approval of the said proposal and if the budget is available, DSWD will conduct an             orientation to the beneficiaries of CFW with reminder that the project is being implemented by DSWD and that they have to work for it in order for them to receive the compensation due to them.

Each beneficiary shall properly log their time-in and time-out everyday in a duly designated log book as CFW employee which will be the basis of their payment after the completion of the project.

The requesting party must also submit a documentation of before, during and after the implementation of the project as attachment that a CFW was genuinely conducted in a particular area.

Meanwhile, according to the documentation of DSWD-NCR, there is no payout conducted at the house/ district office of Mr. Teodoro for the distribution of salaries of the beneficiaries.

The payouts for the CFW beneficiaries of Marikina District 1 residents for a recently conducted project that aims to lessen the occurrence of flooding through cleaning of sidewalks, creeks, canals and all other waterways possible including repainting of school fences, were done in the following venues:

April 29, 2016 –New Multipurpose Hall, Eustaquio St., Manotoc Subdivision, Sto Niño Marikina City and 3rd flr rooftop Sangley Bldg. E. Dela Paz St., Brgy. Sto. Niño, Marikina City

April 30, 2016 – Sangley Bldg, Sto. Niño, Marikina City and Boy Nita Resort J.P. Laurel St., Brgy. San Roque

May 1 and 2, 2016 – New Multipurpose hall, Eustaquio St. Manotoc Subdivision, Sto.Niño, Marikina and  3rd flr rooftop Sangley Bldg. E. Dela Paz St., Brgy. Sto. Niño, Marikina City.

Before distributing the salaries, DSWD staff reiterates that the CFW is a program of the Department and not by any politician and ensures that no campaign materials are posted or being distributed in the payout site. No presence of politician and their staff are being allowed during the payout.

Against the content of the above-mentioned stories that the beneficiaries are just signing in a log-book then they will receive their salaries, beneficiaries are actually affixing their signature in a payroll (an official document used in liquidating the cash advance for the payment) beside their name before the cash will be handed to them.

DSWD-NCR stands firm that the programs of the Department remain non-partisan and independent from political candidates, with sheer intention to assist the needs of the poor, marginalized and vulnerable sectors of the society .###
