Full of brand-new hopes and inspirations, these are the words that describe the 18 exiting household beneficiaries as they took their final bow in the conducted Virtual Ceremonial Graduation in Navotas City via Zoom conference last July 23, 2021 with the theme Pugay Tagumpay 2021: Pagkilala sa mga Nagtapos na Benepisyaryo ng 4Ps sa Lungsod ng Navotas.

The ceremonial graduation featured 18 household members from Navotas City who had successfully exited from the Program. The said Program members were assessed to be self-sufficient households based on the latest results of the following: Social Welfare Development Indicators (SWDI) administration; assessment findings using the Kilos Unlad Case Management Tools; and revalidation output of the assigned Case Managers.

The activity was attended by the DSWD-NCR Regional Director Vicente Gregorio B. Tomas, Honorable Navotas City Mayor Tobias M. Tiangco, Congressman John Reynald Marcelo Tiangco, Deputy National Program Manager Ernestina Solloso, OIC-Assistant Regional Director for Operations Edna J. Sacedor, OIC-Regional Program Coordinator Keren T. Jemina, Area Coordinator Marc Jason Quejada and different Program partners and stakeholders were also present virtually.

Regional Director Tomas stressed that the exited household beneficiaries will serve as inspiration to their family as well as to their co-members in the Program. He also emphasized that these series of Ceremonial Graduations in NCR are byproduct of the continuous support of all the Local Government Units and partner stakeholders of the Program in the Region.



“When this Program [4Ps] became a law by virtue of R.A 11310, talagang marami na po ang natulungang mga pamilya lalo na ang mga poorest of the poor. And now that we are in the midst of pandemic, talagang mas lalo pang pinaigting ang paghahatid ng serbisyong may malasakit ng Kagawaran katuwang ang mga partner stakeholders nito upang mas lalong mapataas ang pamumuhay ng bawat pamilyang Pilipino dito sa NCR kahit na may pandemya.” Director Tomas Said.

Also, Honorable Mayor Tobias Tiangco emphasized that the City is enthusiastic to give aftercare support and assistance through the establishment of the Local Advisory Council Resolution No. 001 with the DSWD-NCR which aims to strengthen the aftercare support and partnership of both institutions.


“Hindi naman po ibig sabihin na kung wala na kayo sa 4Ps ay wala na kayong matatanggap na tulong mula sa Pamahalaan. Kaya nga po ngayong araw na ito isang napakahalagang activity ang gagawin po natin, pipirmahan po ng ating Lokal na Pamahalaan ang kasunduan para sa aftercare program ng mga exiting household members ng 4Ps dit sa Navotas.” Mayor Tiangco said.

Further, one of the 18 exited beneficiaries Marissa M. Albetia gave her heartfelt gratitude speech to the Program for the constant support and benefits that her family took during their stayed in the Pantawid Pamilya.

“Ang Pantawid ay masasabe kong malaki na naitulong sa aming pamilya. Kung nagawa po namin [malagpas amg kahirapan] alam kong magagawa ninyo rin ito” Said Ms. Albetia


Meanwhile, the other 17 household grantees from Navotas City who graduated from the program are the following; Nenita O. Apolinar, Edlyn Britanico, Olivia U. Castillo, Regilda De Mata, Dalisay Dela Cruz, Milagros A. Estopin, Natalie T. Garcia, Elena Haz, Ricardo R. Ismael, Emmalyn Lopez, Annie Loisa S. Malaca, Benida M. Abon, Marilyn Panergo, Marivic Ochoa, Marites Eugenio, Nora Morgad, and, Eduardo Pineda.



The activity was capped by the closing message of the Deputy National Program Manager for Support, Ernestina Solloso which she underlined that these 18 exited households beneficiaries can be the inspiration among the 4.4 Million program members in the Philippines.



“Kayo ang nagpapatunay, kayo po ang mukha ng mga 4.4 Million household beneficiaries na ibinabahagi natin sa kongreso. Kayo rin po ang nagpapatunay tungkol sa kahalagahan ng programa, ang Pantawid Pamilya. At higit sa lahat, kayo po ang mukha ng sakripisyo upang iangat ang buhay ng mga maralitang Pilipino.” Said Director Solloso.

The DSWD-NCR Pantawid Pamilyang Pilipino Program Graduation Ceremony in San Juan City is one of the highlights as the Program celebrates its 2nd year anniversary as an institutionalized program of the Department by virtue of R.A. No. 11310 known as “An Act Institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps)”. ###
