The 3rd Quarter Consultation Dialogue with C/MSWDOs was conducted on September 28, 2018 at the Oracle Hotel and Residences Katipunan, Quezon City and attended by DSWD NCR Regional Director Vincent Andrew T. Leyson, Assistant Regional Director for Operations Edna J. Sacedor, Department Heads/ representatives from 10 Local Government Units and DSWD NCR staff.
The Consultation Dialogue aims to provide status of the implementation of the major programs and services of the Department, to be oriented on different guidelines for better delivery of the programs and services and to share the new programs of DSWD.
The program started with the opening remarks and introduction of the participants and representatives from different offices and LGUs, followed by the reading of the previous minutes of the meeting and discussion of the agenda which include the status of major programs such as Pantawid Pamilyang Pilipino Program, SLP implementation, Unconditional Cash Transfer – Social Pension and Listahanan, Lingap Sa Masa and among others. The Reach Out Protocol was included as one of the main agenda items due to the increasing and alarming number of reach out cases handled by DSWD NCR.
Mr. Edwin Morata, the Officer In Charge of the Emergency Assistance Section-Crisis Intervention and the OIC of the Reach-Out Operations discussed the objective of the reach-out protocol which is to set a standard and provide a common framework for the conduct of reach- out to children and families at risk on the streets.
Mr. Morata also introduced the composition of the Reach-Out team which includes Social Welfare Officers, Social Welfare Assistants and Information Officers/Moderators. He also shared the accomplishment of the team and the process flow from receipt of referral until feedbacking of the actions taken by the team to the reporting party.
“The Reach Out Team cannot do it alone. We are soliciting the full support and cooperation of the LGUs particularly the Barangays and City Social Welfare and Development Offices who serve as the first responders to our Reach Out cases,” Morata said.
Mr. Morata encouraged all the LGUs to intensify their Reach Out Operations as this is part of the devolved programs. He encouraged them to strengthen coordination with the Reach Out Team to give and provide proper assistance and intervention.
Regional Director Leyson also ended the consultation dialogue through emphasizing that, “the National Government is always ready to provide technical assistance and resource augmentation to LGUs on the devolved programs such as the Reach Out Operations.”###
