The Department of Social Welfare and Development – National Capital Region (DSWD – NCR) Disaster Response Management Division (DRMD) recently conducted its 2019 Program Implementation Review. Part of the highlights of the activity is the first-ever DSWD-NCR Parangal Para Sa Pusong Magiting with the theme, “Kapit-bisig Tungo sa Pagpapanatili ng Maunlad na Pambansang Punong Rehiyon” on February 17 – 19, 2020 held at Vista Venice Highland Resort, Morong Bataan. It was participated in by different Local Government Units’ (LGUs) Disaster Focals.
As the vice-chair of the Response Cluster for Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC) and as a member-agency in the other three (3) clusters of the Disaster Risk Reduction and Management Framework, DSWD – NCR is mandated to act as the lead agency in providing relief and rehabilitation assistance to Local Government Units and other intermediaries and to put in action Prevention and Mitigation, Preparedness, and Recovery and Rehabilitation initiatives.
The 1st DSWD-NCR Parangal Para sa Pusong Magiting is the highlight of DSWD-NCR’s Disaster Response Operations Program Implementation Review. It showcased the accomplishment of each Local Government Unit in every aspect of disaster response operations. The program was geared towards the improvement of each LGU and DSWD-NCR’s disaster response mechanisms in all areas of the disaster cycle, from prevention to rehabilitation. Each is expected to learn from other’s experiences, innovations, and practices with the intent of possible replication.
The presentation was conducted through narrative of best practices, photo exhibition, video presentation, and display of advocacy materials. The following are the winners in each categories:

- One-Practice Narrative or Taonang Pagsasakatuparan – Quezon City
- Best In Advocacy Campaigns or Pinakamahusay na Adbokasiya – Pasig City
- Best In Innovations or Pinakamahusay na Paglikha – Pasig City
- Best In Photo-Story or Pinakamahusay na Paglalarawan – Valenzuela City
- Short-Video Presentation or Maikling Pagsasadula – Valenzuela City
- Best Presenter or Pinakamahusay na Pagtatanghal – Quezon City
Mr. Bienvenido V. Barbosa, Social Welfare Officer III, OIC – Division Chief of the Disaster Response Management Division shared the DSWD – NCR accomplishments. He also shared that DSWD – NCR cannot stand by itself alone in providing disaster response and relief operations. It can only be done in partnership with different Local Government Units. He also shared that the Program Implementation Review is being conducted to ascertain the degree of success along the project implementation of disaster response operations and early recovery and to further assess if any improvements can be made to optimize the delivery of services. As quoted, Mr. Barbosa shared his philosophy towards disaster response, “Hindi pwedeng maghintay ang nangangailangan. Kaya tayong lahat ay nandito, upang magtulungan at magbigay ng isang tapat, maagap at mapagkalingang serbisyo para sa ating mga kababayan.” ###
