The DSWD NCR through the National Household Targeting Section conducted Orientation to the Local Government Units on the activities that will be implemented in line with the 3rd Round National Household Assessment on December 7-8, 2020 at Great Eastern Hotel, Quezon Avenue, Quezon City.
The activity aims to explain to the partner LGUs and Barangays their very significant roles on conduct of the activities on the Validation and Finalization Phase of the Listahanan 3 Project such as the Creation of Barangay Verification Team and Local Verification Committee, Posting of Initial List of Poor Households in the Barangays, Receiving and Resolving grievances through Community Desks and Online filing, Deliberation of the List of Households who will fall under the Inclusion Error Type 1 (household is wrong classified) and Exclusion Error Type 1 (household claims to be poor and must be included in the list of poor households), Assessment/Reassessment activities and among others.
On this face-to-face orientation , Director Justin Batocabe of the DSWD Central Office – National Household Targeting Office welcomed the participants from different LGUs in the National Capital Region. This was participated by the representatives from the Office of the Mayor, Local City Social Welfare and Development Office, City Planning, Barangay Chairpersons and other officials along with the Barangay Secretaries.
“The success of the Validation and Finalization Phase of Listahanan 3 Project depends on the LGU participation on the series of activities that will be conducted. We are seeking your full support to ensure that the Listahanan 3 data will be complete, accurate and reliable data of Poor Households in the National Capital Region,” Director Batocabe said.
Ms. Maricris Laig-Estepa, Regional Field Coordinator of Listahanan Project presented the Overview of the Listahanan Project highlighting the importance of the data in implementing social protection programs and services. She also emphasized how the previous Listahanan data were used and how it created impact to the lives of those Listahanan-identified poor households when their data were shared to Social Protection Stakeholders who provide programs and services.
On the other hand, Ms. Luchie T. Perez, Regional Associate Statistician of the NHTS shared the accomplishment of the Region during the Data Collection Phase. She was able to discuss the total number of households assessed per LGU.
Ms. Estepa continued the discussion by fully explaining the activities for the Validation and Finalization Phase. She announced that Area Supervisors of the Project will conduct one-on-one re-orientation to the Barangay in order to ensure smooth implementation. All questions were responded by Ms. Estepa as well as by Mr. Joshua Garcia, Project Development Officer from the DSWD Central Office NHTO.
“Alam po namin ang pagsubok na ating kakaharapin sa mga isasagawang aktibidad kaugnay ng Proyektong ito lalo’t higit nasa panahon pa rin tayo ng pandemya ngunit kami, sa DSWD NCR ay tiwala na tutulungan ninyo kaming maisagawa ng maayos ang mga ito. Katulad na lamang ng walang humpay na pagtulong ninyo upang matapos namin ang Data Collection Phase o house-to-house interview na isinagawa ng mga DSWD Listahanan Enumerators. Ngayon pa lamang, lubos na ang pasasalamat ng ahensya sa inyo. Sabay sabay nating tapusin ang Proyektong ito upang matulungan ang ating mga kababayan na nararapat mapabilang sa Talaan ng Pamilyang Nangangailangan, ” said Ms. Estepa.
The activity ended by signifying commitment to join the Listahanan 3 activities by the participants. The NHTS will continue to conduct series of orientation to the LGUs and particularly, Barangays to ensure the active participation of these stakeholders to the success of the project.
Listahanan is an information management system that identifies who and where the poor are. ###
