The DSWD Field Office โ€“ National Capital Region (FO-NCR), through the Standards Section, conducted an orientation for various Social Welfare and Development Agencies (SWDAs) on the new HELPS online system during the General Assembly of the Area-Based Network (ABSNET) East Cluster. The event was held at the Multi-Purpose Hall in San Juan City on March 19, 2025.

As part of the agencyโ€™s digital transformation efforts, the HELPS system (Harmonized Electronic License and Permit System) now allows SWDAs to conveniently apply for necessary permits, track the status of their applications, and manage certificationsโ€”all with just a few clicks. This innovation is expected to save time, reduce paperwork, and eliminate the need for in-person visits to DSWD Field Offices.

 

However, Social Welfare Officer III Ms. Bennizh Kyle Vail of the Standards Bureau โ€“ Central Office highlighted that human interaction remains necessary, especially when certain areas face internet connectivity issues.

โ€œCurrently, in phase 2, we are working to provide offline access for applicants in case of downtime or poor internet connection,โ€ she explained.

ABSNET East Cluster Chairperson, Ms. Mely Reluya of White Cross Inc., expressed that the SWDAs in her cluster are very receptive to this innovation, which is seen as a step forward in streamlining processes.

โ€œThis is a huge help for us because it offers easy access through the internet, saving travel time, especially with the traffic. In case of internet connection problems, DSWD NCRโ€™s technical staff are just a phone call away to assist with any queries,โ€ she emphasized.

 

Policy and Plans Division chief Ms. Roselle Rentoza, expressed her heartfelt gratitude for the active participation of the attendees. She acknowledged the genuine enthusiasm and eagerness of the participants as they engaged in the orientation. Their positive reception to the new system reflects their readiness to embrace digital solutions and adapt to the more efficient and streamlined processes.

 

SWDAs also known as foundations or charitable organizations, are required by Republic Act No. 43734 to obtain a Certification for Registration, License to Operate, and Accreditation (CRLA) from the Department of Social Welfare and Development (DSWD). This process ensures that these organizations meet required quality standards in delivering social welfare programs and services, promoting accountability and effectiveness.
