City of Malabon—To ensure that employees are well-capacitated on the new guidelines for DSWD services, the Field Office National Capital Region (FO-NCR), through the Sustainable Livelihood Program-Regional Management Office (SLP-RPMO), conducted a comprehensive training on Memorandum Circular No. 03, Series of 2025, which outlines the Omnibus Guidelines for the Implementation of the Sustainable Livelihood Program (SLP). The training, held from March 17-20, 2025, at the City of Malabon University, aimed to highlight and explain the significant changes to the processes, templates, and tools stipulated in the Omnibus Guidelines of the Program.
A total of 76 Field Project Development Officers (FPDOs) and technical staff from SLP-RPMO attended the 4-day training facilitated by division heads from the SLP-National Program Management Office (SLP-NPMO). They delivered lectures on the improved implementation, monitoring, grievance and referral management processes, and partnership and capacity-building activities.
The participants engaged in various simulations at each implementation stage of the Omnibus Guidelines. The activity also fostered a rich exchange of ideas and experiences, creating a dynamic environment for learning and collaboration. Additionally, the FPDOs explored strategies for transitioning from the current guidelines to the new Omnibus Guidelines.
The SLP Regional Program Coordinator (RPC), Mr. Salvador S. Yulas, emphasized the importance of capacitating staff on the new guidelines. He expressed appreciation for the SLP-NPMO in conducting the comprehensive training and ensuring that the FPDOs are capacitated and that all issues and concerns are addressed.
Highlights from the Omnibus Guidelines
The new guidelines include key changes, such as increased cost parameters for individuals and SLP associations. The previous maximum for individuals has been raised from 15,000 to 20,000, while for associations, the maximum has been increased from 20,000 per member to 30,000. This change responds to the increasing market cost of goods and services.
SLP Associations can now also receive greater incentives, including Project Development and Advancement Grants of 150,000 and graduation incentives of 250,000 to a maximum of 300,000 for both incentives.
The guidelines also emphasize streamlined SLP processes, simplified tools, digitalization, and enhanced capability-building activities to support livelihood and association development.
Effectivity of the Omnibus Guidelines
The Omnibus is expected to be rolled out this year after publication in the Official Gazette.
The Department of Social Welfare and Development (DSWD) reiterates its commitment to uplift the socioeconomic conditions of the vulnerable, marginalized, and disadvantaged sectors, households, individuals, and communities through the Sustainable Livelihood Program (SLP).
