Six (6) Local Government Units (LGUs), one (1) National Government Agency (NGA) and two (2) Non-Government Organizations (NGO) entered into a Memorandum of Agreement (MOA) with the Department of Social Welfare and Development-National Capital Region (DSWD-NCR) to utilize the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan in identifying potential beneficiaries of their social protection programs and services.
The LGUs that signed MOA with DSWD-NCR to use the Listahanan data included the cities of Makati, Malabon, Manila, Navotas, Quezon and Valenzuela.
The Center for Health and Development-NCR, Katipunan ng mga Mamamayan ng Bagong Pilipinas Inc. (KMBPI) and Minor Basilica of the Black Nazarene also signed a MOA to use the data in identifying beneficiaries of their programs and services.
DSWD-NCR Regional Director Ma. Alicia S. Bonoan continuously encourages the stakeholders to adopt the efficient, effective and transparent household targeting system in identifying who and where the poor are, which will also ensure that resources are properly managed and equally distributed to the legitimate poor.
“Through Listahanan, we can assure that our services and interventions will be given to the real poor and will help them improve their well-being,” Bonoan said.
In the household assessment completed last December 2009, some 5,255,118 poor households nationwide were identified. Of these, 316,823 households were from the National Capital Region.
DSWD will again conduct the second household assessment to update the 2009 Listahanan. Some 1.2 million households in Metro Manila are targeted for assessment.
Listahanan is an information management system that identifies who and where the poor are in the country. The system guarantees the establishment and management of a national socio-economic database of poor households using globally-accepted PMT methodology as basis in determining the poor households. ###
