The Department of Social Welfare and Development – National Capital Region (DSWD-NCR) launched the 2015 Listahanan database of poor households in Metro Manila dubbed as “Tuloy ang Pagbabago” which was held on June 22, 2015 at Hotel H2O, Quirino Grandstand, Luneta, Manila.

According to the PMT results, 96,495 poor households were identified as poor among 1,208,779 households assessed in NCR. On his keynote message, Director Christian Thomas Deloria, DSWD-Central Office Information Management Bureau, said that the results affirmed effective implementation of social protection programs and services which were provided to the people in the recent years.

Meanwhile, Dr. Dennis S. Mapa, Dean and Professor, School of Statistics, University of the Philippines Diliman, discussed the Proxy Means Test (PMT) that approximates household incomes based on specific household characteristics such as education attainment, livelihood or occupation of household members, and appliances, furniture and other household assets, among others.

Further, Manuela M. Loza, Regional Deputy Project Manager, NCR-NHTU, presented the data on the demographic characteristics, family composition, educational status, employment status and disabilities. She thanked all the partner agencies and key stakeholders, especially the Local Government Units (LGUs) for all the support they have given to ensure successful implementation of the project. She also encouraged them to utilize the Listahanan database in their program beneficiary selection.

Listahanan or the National Household Targeting System for Poverty Reduction (NHTS – PR) is an information management system that identifies who and where the poor are in the country. It establishes a centralized database of poor families to serve as basis for identifying beneficiaries of social protection programs and services, minimizing wastage of resources to unintended recipients.###
