fosterIn front of DSWD-NCR officials and staff today during the Department’s flag raising ceremony, Roquena Domingo, a licensed foster parent since July 2015 expressed how happy her family is after fostering “Kath Kath” which for her is both a privilege and an honor.

“It is such an honor and privilege to help others through foster care… it is good to feel that we are able to give Kath kath an opportunity that she was deprived before. It feels good to help others by taking care of one child at a time,” Ms. Domingo said.

Ms. Domingo also narrated how Kath kath has truly touched her heart by showcasing how talented she really is.

“One time, I enrolled her in a voice lesson then I heard her sang the song of “frozen,” that made me cry because she sings so well and that means that she loves to do it and she is actually a talented girl,” she shared.

Meanwhile, Ms. Domingo also uttered gratitude to the staff and officials of DSWD-NCR as she said, “I also acknowledge on how you (DSWD officials and staff) are working to help others especially the children who are being neglected and abused. I also want to thank you for allowing us to help others as well.”

Currently, there are 264 licensed foster parents in Metro Manila wherein 59 are being subsidized by the Department including the partner child placing agencies of DSWD-NCR.

Based on the “Foster Care Act of 2012” or Republic Act No. 10165 those who wish to become a foster parent must be: of legal age; at least sixteen (16) years older than the child unless the foster parent is a relative; must have a genuine interest, capacity and commitment in parenting and is able to provide a familial atmosphere for the child; must have a healthy and harmonious relationship with each family member living with him or her; of good moral character; physically and mentally capable and emotionally mature; have sufficient resources to be able to provide for the family’s needs; willing to further hone or be trained on knowledge, attitudes and skills in caring for a child; and must not already have the maximum number of children under his foster care at the time of application or award. Further, the law provides that a foster parent may adopt his or her foster child if they possess all the qualifications as provided for by Republic Act No. 8552, otherwise known as the Domestic Adoption Act of 1998 or Republic Act No. 8043, otherwise known as the Inter-Country Adoption Act of 1995.
